Biography

Vibeke Moe is a senior researcher at HL-Senteret, The Norwegian Center for Holocaust and Minority Studies, situated in Oslo, Norway. She holds a PhD in Religious Studies from the University of Oslo. Her doctoral thesis explored narratives about Jews among Muslims in contemporary Norway.

Moe has broad experience as the head of a number of research projects on contemporary antisemitism and other prejudices, including the last three rounds of the pioneering Norwegian attitudes surveys conducted since 2011. The government-funded surveys analyse antisemitic and Islamophobic attitudes in various parts of the Norwegian population as well as experiences among Jews and Muslims. Another international research project, funded by the Norwegian Ministry of Foreign Affairs and conducted in the period 2023–2025, explored how manifestations of hate speech and related human rights violations affect the lives of minorities in selected ODA-countries, focusing on Ukraine and South Africa. Between 2026 and 2030, Moe is engaged in a cooperation with the POLIN Museum of the History of Polish Jews in Warsaw on antisemitism and Jewish life in Poland and Norway. The project is funded by the EEA Grants / Norway Grants.

Since 2014, Moe has been a member of the advisory board for a program initiated by the Norwegian Government that aims to enhance knowledge about Jewish life in Norway and to combat contemporary antisemitism. Moe is also a member of the Norwegian delegation to the International Holocaust Remembrance Alliance (IHRA), and since 2024, she has been a member of the Advisory Committee of the Norwegian Human Rights Institution (NIM).
